Not bad idea. Why not take it a step further and decide how much you want to be able to use too? same with startup bonuses etc.

It's done as it is currently because it forces people to choose - most people want one before the other, so it means there's more of a choice around choosing to get the early tech bonus or mid round CU bonus or mid/late resource bonus. would more strategy be introduced by splitting up the choice?

For startup bonuses, you can already choose on the RP/CU front so I'm assuming you mean the resource front.
