I'm asuming this is a mechanical mouse (ie with a ball)?
If so, remove the ball then get a pair of tweezers or something and pick off all the layered dust on the two rollers and the spring wheel. It normally looks as if it's some kind of grip or something that's supposed to be there (if you've left it for a long time) but it just makes the ball slip.
If that doesn't work, the sensors on the wheels are probably knackered. Buy a new mouse.

"grip looking thing" is a new way of describing what is likely to be a mixture of sweat, coke/beer and crisp/biscuit crumbs

its mostly the natural oil from your palm of your hand when you keep moving the mouse along the surface, your palm scrapes the surface and you roll the mouse over the *oily* surface.
