You're ignoring my argument.

I was pointing out that the nationality of the parents (be it the same, or different) does have an effect on the child, albeit a comparatively small one (in most cases) to being present in the society in which they live. It is therefore meaningful to say that you're half Irish, or half French, because there will be a result upon you as a person from this heritage.

When you get to the following generation, however, these traits will be overwhelmed when passing characteristics on by the consequences of individual development as a response to society, so it would be fairly meaningless to say that one is 1/4 Irish or French, simply because the tendencies that arise from such a lineage will be insignificant compared to the effects of society, or random development.
