Blocking MSN

I want to block MSN access from a certain user.

Is there a registry I can delete or even stop a service from running on a machine?

Using Windows XP Pro

There is an annoying shit bag at work who is abusing it

start -> run , enter "services.msc" and you have a list of services you can stop / set to manual start only / disable

or start-> run -> msconfig

there always the uninstaller too...

Can't you somehow block traffic to the MSN server?
It seems mine is connected to *.msg.hotmail.com
Port 1863 if that helps. Hmmm?

One particular user would be hard to block though. Not with your standard routing equipment anyway.

You could edit the hosts file on that user's computer so that msg.hotmail.com pointed back to 127.0.0.1, possibly?

This was an option I had tried.
Some reason doesn't work. Possibly a setting here that over rides it.

I simply blocked his internet access

1) Click Start, click Run, type gpedit.msc, and then press ENTER
2) Double-click the following items to expand them:

* Local Computer Policy
* Computer Configuration
* Administrative Templates
* Windows Components
* Windows Messenger

3) Double-click on the option "Do not allow Windows Messenger to run", and then click Enabled.
4) Click OK, and then close the window

oooh... that's a neat thingy. I didn't know Windows had that.
Would it also be possible to limit the access of certain executables that way? So, a list where I'd add "pr0ndailer.exe" for example and block it from running. Or components that use DirectX or OpenGL.
Although I said I found it a "neat thingy", it seems rather limited to me.

Uh, while we're just at it: Could someone tell me, how I limit this for specific user accounts? I can't find an option to select which user account a policy should be applied for, and I don't want to limit this stuff to myself, more for my guest account actually.
So how do I do that?

Windows Messenger and MSN Messenger are two different things...

One is the built in and completely useless messenger thingy that all windows versions since 95 has had, while the other is a semi-useful chat appliaction.. Which one is it we're talking about here?
