The whole point of having the buddy pack system is so a small group of mates are certain to land in the same galaxy, whilst for all other purposes still being a random round and thus avoiding all the problems of private galaxies (blocking et al). By discouraging small-group participation, whether that is by making it less viable for players to join a pack or otherwise, it
may have a detrimental impact on the number of people who play the game. ie, in order to play with your mates, you have to suffer a penalty - which other people dont suffer and thus get a 'head start', and thus making it more difficult to participate,
some people may just think that the game isnt being friendly to small groups of players and thus not play (nor pay).
So, for that reason, i hesitate in saying yes to making a charge to joing a BP. Though i do understand where you are coming from - the benefits from playing together
should outweigh the initial cost, but why start from behind?
