Not by Sting. Not even remotely close.
Hint 7 : The number 1 single was a Cover Version of a Motown classic (this is a dead giveaway)

I have no idea why people are going down the lines of Phil Collins, although i can hint that the individual in question has followed Mr Collins into the realms of the silver screen.

Re: The Girl ..... with KALEIDOSCOPE EYES! ... AND SHES GONE!
when you say "towards the end of the kate bush era", can you be a little clearer (maybe early-,mid-,late- + decade)?
she didn't have a top 10 hit after 1985 but she was regularly in the top 30 until 1994 so it's debatable when the end of her era was, and what your perception of that era might be.

To me , Kate Bush started around 1980 and ended around 1988. Maybe im wrong on that, feel free to correct me if you feel its inaccurate.

it's irrelevant really, what mattered was when you thought her era ended, mid-late 80s is fine.

What do you associate with "Basil"
What do you associate with "Crook"
Keep coming back to Cybill Shepherd... but she would appear to be a woman.

Re: The Girl ..... with KALEIDOSCOPE EYES! ... AND SHES GONE!
Bruce Willis is a singer/filmstar who had an album called ' The Return Of Bruno' (ie Big Frank's comeback) in 1987.
as Wraith[x] said, Cybill Shepherd, who starred with him in moonlighting, makes sense of Basil (Fawlty) and Shepherd's Crook, and that "night time meetings with sheep" clue. I CLAIM MY PRIZE! what do you mean? there isn't one
Under the Boardwalk (highest position was 2, not 1 btw (in the UK anyway) in July '87) was originally a hit for The Drifters in 1964 = motown cover.

Ladies and Gentlemen, we have a ****ing winner!
Yes indeed, Bruce Willis and the truly awful "The Return of Bruno" is indeed the album, and artist, which is hate more than any other. The massacring of the Drifters "Under the Boardwalk" is an offence against music like no other (and technically it reached #1 , remember, there were 2 "Official" charts at the time, one being used by the BBC and one by ITV. One was the Gallup chart, the other I cant recall.
So Bruce Willis - Under the Boardwalk, is added to our list of all time truly shitty tunes. Congratulations 1-X.
