PA does not use British time. It uses UCT, which does not do DST. Further, the date on which DST begins or ends varies widely, and in many parts of the world the practice does not exist at all. There is therefore no correct way for PA to handle it, just a bunch of different incorrect ways.
A setting could be introduced to allow you to set the timezone manually, but then PA time would no longer be universal, making it a little harder to coordinate attacks and defense.
Considering it's been this way for almost 15 years (dear god...), I wouldn't touch it.
