Sorry, no country is innocent. For example, Russia experminted on its populas by setting off A-Bombs to see what happened to them. Then they also had their run ins with the Jews like Germany.

i think there was some case about it a few years ago. some ex-soldiers sued the us because they were exposed to radiation without the necessary precautions.

Not really no. The USSR, the USA and China all conducted experiments in which soldiers would advance into regions in which an atomic bomb had recently been detonated. (recently as in, within the last 20 minutes) the soldiers were protected, but Both American and Soviet scientists (and probably Chinese, we dont know) underestimated the radiation release from higher magnitude detonations. Thus a number of American soldiers and civilian scientific personell suffered radiation burns and died, either through short or long term effects. The Soviets did the same, however they conducted a large series of tests over several years doing the same thing, thus more soldiers and personel were affected.

In neither case were the soldiers or civilians 'experimented on', they were equipped with protective gear, it was just that the gear did not end up protecting them enough.

I can tell you right now China isn't going to honor it and why are 3rd world counties not included. Its like the BS the EPA in the US has where the West coast and East coast have strict clean air rules will the Mid-West is free of having any. Kind nullifies the goal.

Surely, the protective gear was being tested, and by extension its usefulness to the wearer was being tested.

The planet is fine. Hell it use to be a hell of a lot hotter and had more life cause it was hotter. I would rather see global warming then another ice age.

And no, the polar ice caps when they melt are not going cover the earth and water.

Oh, btw I am proud on our stance. Why should we gimp our econmic growth while giving others ignoreing it in 3rd world countries and China and Russia. Go ahead, have your country sign. I am willing to bet 5 quid its not going to last.

no, but a large part of the coastal areas (in florida or the netherlands, for example) will be under water. now think of the economical costs for THAT. another aspect is that the weather will become more extreme (storms, floods etc) the hotter the atmosphere becomes. that will also do a lot of economical damage.
