An evolution of the Government thingie?
Instead of having a proper Governments list to pick one in, wouldn't it be nice if we could have personalized settings, pretty much in the style of the population settings now?
For instance, pushing towards ship production would hinder research abilities, or pushing towards mining would increase the time to build structs or ships, or pushing towards stealth & alertness would ...
Possibilities are endless, and of course there would be a need to think about what each setting change would do to the other settings... That could basically end up with near infinite combinations.
This could also simply be added to the current government setting. This could be done roughly in the way you "create a character" in a RPG: each setting has a base value of X depending on the race and government chosen, then you have points to spread to where you think they're good. That way, you could have a Democracy that pushes less into research and more into ship production, or a Dictatorship that pushes it well more into research.
This would not in fact totally allow to counter completely a disadvantage of a government form, but reduce it. For instance, atm ships cost 20% extra for a Democracy. If you could, say, reduce the research bonus for instance and use it for ship cost, you could end with 15% extra cost only? This is only an example...
