To be fair, we haven't had one for quite a while.
And, it's perfectly clear what 'happened' in the film, because of comments made by the makers of the film afterwards.
And you know what?

It's a very good example of a lower budget horror film. They don't try to do anything too outrageously expensive looking, and it ends up very nice because of it.
Admittedly, it's not really based on either Dagon itself (a 7 page long short story set in the middle of the Pacific) or Innsmouth; it's more a sort of sequel to them both, and probably the better, in addition, because of it.
