try www.sygate.com - Sygate Personal Firewall isnt all that good but it does the job.

I personally use Tiny Personal Firewall but the buggers have stopped distributing a free version

there was this theory that if everyone used key exchange (pgp and cerificates etc.) there would be no need for firewalls.

However, this could never be the case because too many applications have security holes and back doors for engineers.
