Each name only appeared once on the list of names submitted that was looked at by PA Team, mods, #planetarion ops and #support team. There was no indication of either how many times a name had been submitted, or who had submitted it removing the possibility of bias towards any name on that basis. Someone could only have known who'd submitted a name if that person had made a deliberate point of telling people about it, and even then there's no guarantee that that person would have been the first one anyway.
We narrowed down this list of 300 to about 20 by getting each member of the teams to submit (if they wanted to) a list of their 5 favourite names in no particular order.
From this list, the ones which had more than one vote from a member of the team (conveniently 10 on this occasion) got put on the poll on this thread which has lead to the final result.

A2, although i personally dont think it matters how the names were picked, what he is talking about is how they were narrowed down.
According to Karm, the names where picked by how frequently they werer submited, and then after that the team chose there favorite ones... its not that process wasnt fair.. but that it might have not led to the best name being chosen... in any case, im happy with the chosen name.

As far as i am aware PA team were presented with every decent suggestion for a name ie, anything that wasnt stupid like 'PA: why are we still playing'. It didnt matter how many times it was or was not sbmitted, as long as someone sent it in we saw it. Then we were presented with a long list of the possible names and all voted for our favourites, those choices were then passed onto the public resulting in this vote.
