The problem is that NAPs more often really mean alliance in this game.

When half the univers got "NAPs" with each other, it effectively means that its a block sometimes, even though they arnt actively coordinating attacks together.
The univers is too small, and the targets are too few, even two of the top alliances having agreed to not attacking each other will have huge effect on the chances for all the rest of the allies
