I agree.
IMO a planet NAP makes sense when you know you can't defend the target's roids (eg they're in a hostile gal). If they're a fat planet then a pNAP can be useful just to deny roids and XP to the enemy.
In most cases they're a sign of selfishness and are bad for the alliance though IMO.
