two options:
1) claim you gave it back ages ago and its not your fault they lost it, then secretly pop it on the shelf where it was supposed to be. they might let you off thinking that someone forgot to check it back in when they put it on the shelf.

2) ...or pay the fine - afaik if you don't they have the power to stop you graduating (or at least receiving the certificate on the day). i know its a lot of monety for a student, but you may have to bite the bullet
