They are supposed to help new players get into the game. We want (need) new players.
An idea might be an option to allow experienced players to skip the quests (getting the rewards all at once). It could also be combined with the passport system, but i really see no reason why experienced players shouldn't be able to press a "i've done this before, now hand me my bonuses!" button.
