The parts I've highlighted in your post are all determined by political or diplomatic action, whether on your part or on those you choose to lead you (also a political action). While you may look at it as a war game, your actions within it are led by politics.
That's not to say you're not allowed to dislike the method a group or indiviual uses to achieve victory, but to claim it somehow means they shouldn't have won (as some have) is absurd.
