3 reasons i don't play pa:

1) there are other games i don't have to be up at 5am to do well in
2) inactives
3) jolt

granted, one of those is unlikely to change. however, imo pa could become more attractive by addressing the other two. games like swg, eve, planetside compete against pa because you can play them when you want, and with who you want, thereby not suffering from the first two problems.
