That would of course be another option. Ally win based not on score as now but on number of wars won, or some new alliance points system, or number of golden roids captured. Things that would require offensive action to succeed.

I don't like xp, but I have never understood this determination on the part of the game to nerf it whenever someone works out how to get a lot of it. It should be a viable way of playing.
