I do not believe a war will happen any time soon and I expect BF are more friendly with FL than what is seen on the relations page.

FL need not change anything right now to win.
BF should not risk a war whilst they are getting fat and should continue as they are.

What does this lead to? Well I expect when a situation like this arises where neither side wants or needs to make the first move they will probably find a common enemy to roid down (or maybe even nub bash down, which will appear to be the same thing). The only issue with this is that it ultimately means the target will nap one or both of those sides. If the former then we may see a nice block war starting up soon enough.
