The thing is that the Government controls what gets through Parliament and what doesn't. Almost all Private Members Bills fail. Exceptions have been legislation such as the Abortion Act and the Hunting Act (or at least one of its predecessors that got blocked by the Lords). Parliamentary time has to be assigned to a Bill for it to be debated and pass - Gordon Brown's support didn't hurt either.
