XP is broken. fix it

a guy doesnt play all round (edit: A guy logs in only to build constructions/research.....), then. lands 3 attacks escorted by fellow huehue dudes..
and caps 60k+ xp and goes from rank 655 to rank 6.
XP is definitely broken. fix it now.
