is "a proper manner"?
Covert ops were introduced into the game to create another way of playing the game - one which, I'll remind you, was considered equally valid by the Creators. If a planet chooses to be a scanner/covert-opper, there should be no barrier to them choosing to do so.
I suspect that you're just irritated by covert ops affecting your precious planet and therefore want to stop them being used wherever possible.
