It doesn't highlight the bug specifically; it's mostly complaining about not being able to donate more resources. There was also some confusion about what the limit was (as it wasn't then in the manual). However, if you look at the amounts of the resources listed as being the in gal fund, it clearly adds up to more than 25 million.

It's pretty obvious that the limit is only being checked against what's already in the gal fund:

If (gal_fund_amount > gal_fund_limit) then ERROR
else gal_fund_amount = gal_fund_amount + donation_amount
instead of:

If (gal_fund_amount + donation_amount > gal_fund_limit) then ERROR
else gal_fund_amount = gal_fund_amount + donation_amount
Rather typical PA coding, unfortunately. :/
