Um, no. Observation of conflict is not their mandate. They're there to
prevent conflict, to act as peacekeepers, to "restore international peace and security" (a job at which they've consistently failed for the
28 years they've been in Lebanon). They've 'observed' decades of cross-border attacks that have
twice escalated into a full-blown war.
