Based on the post I believe she is talking about fleet farming.
I guess its more of a prison rules during havoc.
Theres plenty of people that doesnt care about the havoc, that they are happy to donate fleets to ziks/etds.
Maybe an "easy" fix would be a requirement to signup for havoc too. Then the gals/clusters would re-suffle with only playing accounts.
