as I have made across in previous posts.
This is what I disagree / am annoyed with.

First of all, the manual is not and has never been the signup agreement. Its a guideline at best - nothing more. Referring to it to back up a point is a waste of time
because it is not applicable.
Now, see the sections ive bolded in your post?
If the punishment for the first offence is not applicable - what do you think they should do?
hint - its not "nothing".
