The problem is, of course, that it's incredibly hard to distinguish between genuine XP runs and salvage donations. When attempting to make such a distinction, it's easier to just wait until after the fact and apply a one-size-fits-all solution than to make the decision beforehand and risk the attacker raising hell because you interfered in his legitimate attack.

And both approaches are easier than admitting that "no, we can't tell the difference, we're just making arbitrary decisions based on gut feelings".

The outraged poets threw sticks and rocks over the side of the bridge. They were all missing Mary and he felt a contented smug feeling wash over him.
