With a load of new/old alliances this may well play quite a big role as there is probably a good chance that a lot of tags wont be full. However there is little reason to think that tags from last round will be the ones who are full tag as they will surely suffer from people leaving to join/go back to these new tags.
My bet would be on this Inferno alliance they seem to be getting loads of the best old players back.
