Those who have sense can see this. Those that live by the law of !roidcost cannot.
Basically the roids were bait to obtain xp through defence. I haven't seen a no baiting rule and they cannot guarantee every init of roids would attract incs.
Only Golan has given any indication of specifically targeting that galaxy and even he was careful to say he was indepebdently helping the project that he saw as interesting.
There is still no evidence of collusion, everything said against this strategy is circumstantial or pure sour grapes.
I remember discussing this tactic with someone in depth a few years back and it's nice to see it come to fruition
