Corporatism already is OP, and you made it even better... By making it better, everything else is worse... And none of the other goverments can compete with it, when it comes to value gains. Having slightly higher research output and/or construction output does not come close to mining bonus. And your suggestion both improves corp's research and construction output ontop of the 1% increase mining bonus.
While nerfing other's like democracy... Franctly i find it a bit hilarious.
