I would have thought the scanning cheat & problem pretty easy to fix; now that alliances are ingame why can there not be an option for having the alliance control scans? They can build amps and research the scans as any planet would do, they need to make the choice between their alliance scans having cat or ter characteristics, and the HC gets to decide who has the ability to use the scans. As such it does not fully replace scanners so people can still go scanner if they wish, yet it helps those who cant find anyone to scan and levels the playing field. If you want to make the ability less good then you could have it so that the alliance scanner can be cov opped unless a certain number of security centres are built so that these scanners will never have the most amps in the universe.
