Worthiness can mean all sorts of things, but generally in pa, you get out what you put in on all fronts. Black Flag have been solid militarily with strength in numbers and have used that to play some fairly regular politics without annoying people, which is a fairly unexciting way of winning but if that's the best way, who can blame them.
Ascendancy have relied too heavily on politics as we're not dedicated enough to compete with the best militarily (although we've done very well in some respects) and generally politics on its own doesn't get you over the line. Conspiracy have seemed to lack the political drive to go out for the win and probably aren't as strong as Black Flag. Ultores are a military machine but weren't able to build a decent coalition until it was too late for them, partly due to others. The rest have just never been in the running. There's a myriad of other reasons for the outcome of this round but that's it in a nutshell.
As I see it, planetarion is about playing to a fixed time, and given that, Black Flag are clear winners. This is hardly the latest phase in a cycle - Ascendancy and Conspiracy were the last realistic contenders to Black Flag, and as I see it Conspiracy chose not to contend (they can correct me on that) and Ascendancy just weren't strong enough to overwhelm Black Flag and their block. The round effectively ended three days ago, and we are now in a havoc period. Hence, why mz can tell people to get ****ed on behalf of ascendancy.
