Hmm, signiatures present a problem unless she goes to someone and says they threatened her with this unless she signed the signature and she signed it because she was scared. There might be some kind of constructive dismissal legislation that might be useful.

I would say the statement that he would get the police involved is enough to consisitute a threat. Its one things to say you can resign or be sacked but to say resign or the police will be called is going too far and isthreatening.
