No, it would be far more accurate to say that each alliance engaged in buck passing in the hope that it would improve their own chances of going for number 1 while minimizing the effort needed. Everyone would far prefer that other alliances take on the burden of taking on the top ally and slip through the middle (essentially what ult did last round). It is usually pretty certain that someone will step up, this time no one did.
