Its a trade off.
In certain situation you want the other potential blockers to be able to gal raid, meanwhile keeping them on your good side.
If they hit a gal with 2 CT, 2 Ult, 2 p3ng planets they arnt pushing your "war" or "competition" in any special direction.
Alliances like Ult knows they can beat most alliances 1 on 1, or 1 on 2, and as long as they are able to keep the incomming from smaller tags to a manageable level they will pull ahead of their competitiors. Im sure thats why alliances like Ult has agreed on such "loopsided" deals with me in the past.
