Many of those tags could be 80 man tags, like for ex. xVx who did that lame tagsplit to get on the fence.
And I know that cap formulae, but it's not really like these small tags are aiming to hit top alliances or top gals now is it? Sure still possible for them, but I'm pretty damn sure it's not later on.
