All blood and plasma in the US is tested for some things. But there's no test that can find everything and no test is 100% accurate. For that matter, voluntary donations aren't 100% safe either since people can forget/lie about being on medication, or be infected with a serious disease and not know it,
etc.
I believe purchased blood/plasma are no longer used in the US for transfusions, but are used by pharmaceutical companies to make drugs.
