Bring back public galaxies. It was the most fun being a GC of a public gal. Huge amounts of planets and lots of social side as well as helped to get new players into alliances.
I assume you got rid of it because I dominated public gals with two in a row wins and all the elite private gals whined that they couldn't beat us.
