A lot of tags are actively defending, especialy if they win rounds, but i think its a pretty big ask for any alliance to get 2 tags actively defending like Ult/Ast is.
Yeah, those rounds BF won it was only 2-3 alliances that was more active defending, or sending out more defence fleets, combine that with less incs than the rest of the contenders and you usualy have a winning reciept.

Saying that Black-Flag prolly wont be much better than every other tag allready out there if they were to return is just based on guesses, what do i know what you got up your sleeves.
