We are really moving more towards a two teir PA where by tick 500 over 60 percent of the planets are barely growing, yet alone competing.

Please please please revert this!
The best only person forcing you to attack is you and your ingrained desire to compete with the top 100 as a def bitch.
Try thinking outside the box you'll find it's quite liberating
