Thing is by late round all those alliances like HR/VGN been farmed by those block members while receiving near to no incoming from Ult. Ofcourse they wont have a reason to help the alliances that gave them the majority of their incoming.

Second tier alliances are stuck between a rock and a hard place. If they roid sideways (each other), they effectively help you. If they roid downwards, they effectively help you. And if they try to roid upwards, they either fail (on their own, effectively helping you) or grant you the moral high ground (if they block up, and they might still fail). Must be nice!
Superpowers don't stop winning until they stop caring, and Ultores seems to have a uniquely long attention span.
The only counter I can think of is a round-long agreement that every time you go above 300 average roids, you get 5 alliances on you.
And then again the next round.
