It's just trying to force people to slow down at those points, and most people just slow down around the camera and then speed up again. Forcing speed limits over longer stretches of road just makes some drivers more impatient, in general, and so generally less alert because they're going at "safe" speeds. Thinking time (i.e. how alert people are and how carefully they're watching the road) is as important in some cases as speed. There are many times you can be "safe" driving, tbh. At night, if you're the only car on the road and a danger to no one else, why have such strict limits?

also, even if it is true, what about fatalaties? Considering those are the kind of accidents that "matter".
