I remember a case about this regarding Singlepoint. They went in favour to Singlepoint to charge this poor lady £29 for her PAC code.

It also depends what network you request a PAC code from. Virgin Mobile will give it to you there & then while Vodafone would normally take 5 working days to generate one.
