Imho strategy and consistency is what counts, politics means squat.
If you are in the position and got the luck and blessing of the smaller alliances in the final stages is what allows you to win.
HR, FAnG and ROCK had 0% of the top50 and only 5 planets in the top100 last round which might suggest they either had a bad strategy or were playing for some of the other tags.
Also FL claims their political choice in the end was one big misunderstanding rather then a planned move
