Re: Remove construction limit

It's not so much about making sense to me as it is about making rounds more different from each other. Currently you end every round the same way, with (mostly) the same constructions and the same researches. The only real variation is choosing between XP or value, and what government you start to get to the end result, and I think almost everyone has 'been there and done that'.
