Hitting vacmode with prelaunched incs recalls incs as it is now.
if they are still there, the player still needs to hit "run or hide or cover himself. This has a huge downside by losing 3 days of resources, and the only advantage is that fleets who has not been prelaunched yet, will not be able to launch. If a player knows for sure he/his gal is getting hit hard, he will have to hit vacmode a lot earlier to avoid it. This will in turn give the opposition plenty of time to find new targets, while at the same time inflict a large valueloss to the planet/galaxy without launching a single fleet. win/win

I`m pro the suggestion about changing the vacmode so that prelaunched incs still fly. Nothing else needs to change
