imo it would be more "natural" way to add it as a scan tech. As a scan it would also make those dists more vital choise for Xans and other fakes. As a Cov op tech Xans/fakers should put resources to early securtiy AND to on the dists.

Overally i dont like the mili scan -type idea at all, but that's just me.
