I would certainly be in favour of having Cov op 8 (call it something like Fleet infiltration or something) as a military scan. wether to set it as a 5-10 or even 15 hack is a good question and would likely need testing.

Needless to say that if the target has cov op immunity it gets blocked.
Which would make it more interesting than adding it as an additional scan tech. As Scanners wouldnt be able to obtain it till around pt 300ish and not stagnating the early round game mainly for xans.
