Because languages are more 'specialist' and are generally done by people who 'enjoy' doing them and are actually quite good at them. The number of people who did A level maths at school was scores, the number of people who did German 4. 50% of our class got A's, I'm sure Maths had a lower number. The workload for a language is staggeringly less, as if you did well at GCSE, most of the work has already been done. My teachers in both subjects were excellent.
